In order to monitor, control, and evaluate for preventing an increase in the transmission of COVID-19 including the new and future variants of SARS-Cov-2, the Government of Indonesia has implemented a policy to enter Indonesia.
All international travelers (foreign national) who will enter the territory of the Republic of Indonesia shall make readjustments with regards to their travel d documents, to ensure compliance with the provisions regarding categories of foreign nationals allowed to enter Indonesia.
The requirements for entering Indonesia for international travelers (foreign citizen) are as follows:
- Take possession of Proof of Vaccination or Vaccination Certificate (physical or digital).
- Download and make use of app of Satu Sehat.
- There is no need to present a Negative proof of RT-PCR test.
- There is no need to present proof of health insurance.

Visa to Enter Indonesia
The following international travelers may enter Indonesia under the new regulations:
- Diplomatic and Official visa holders (to apply, click here );
- Diplomatic and Official stay permit;
- Holders of Indonesia Temporary Residence Card (KITAS) and Indonesia Permanent Residence Card (KITAP). Visit https://izintinggal-online.imigrasi.go.id/ for more information;
- Visitor visas, including but not limited to:
- Limited stay visa, including but not limited to:
- C312 Visa (work visa), including but not limited to expert team, Quality Control (QC) team and foreign company auditing in Indonesia;
- C313 Visa(1-year foreign investment projects in Indonesia);
- C314 Visa (2-year foreign investment projects in Indonesia);
- C316 Visa (educational visits);
- C317 Visa (family reunification)
- All non-immigrant crew members or cabin crews arriving any vessel or aircraft from any port or place outside Indonesia.
- Traditional Border Crossing pass/card holder.
- Under the bilateral agreement (Travel Corridor Arrangements).
- Granted a legal permission from the Ministry/Agency.
Dispensation in the form of exemption from quarantine obligations provided that a bubble system and strict health protocols are implemented can be granted to foreigners with the following criteria:
- Diplomatic and Official visa holders.
- Foreign officials at the Ministerial level and above as well as the delegates of official/state visit.
- Travelers under the Travel Corridor Arrangement (TCA).
- Delegates of G20 member countries.
- Travelers who are honorable persons and distinguished persons.
To apply for visitor and limited-stay visas, visit https://visa-online.imigrasi.go.id/. International travelers who wish to apply for those visas will be required to have a local guarantor/sponsor to sponsor their visit to Indonesia.
Foreign citizens with the purpose of leisure travel can enter the territory of the Republic of Indonesia with the following conditions:
- Through the specified airports and seaports;
- Having received a COVID-19 vaccine; and
- A short-visit visa or other entry permit.
Visa on Arrival for Tourism Purpose
On 10 November 2022, the government also launched an Electronic Visa on Arrive (eVOA) program to provide foreign travelers with an easier entry process. According to the Circular Letter of the Directorate General of Immigration No. IMI-0794.GR.01.01 of 2022 concerning the Immigration Policy regarding Electronic Visit Visa Services, Visit Visa on Arrival Services, and Free Visit Visa to Support Sustainable Tourism during the Covid-19 Pandemic, as of 1 December 2022, there are 86 countries eligible for the eVOA program.
In accordance to the Circular Letter of the Directorate General of Immigration No. IMI-0700.GR.01.01 of 2022 concerning Immigration Facility to Support Sustainable Tourism during the COVID-19 Pandemic, which is effective since 15 September 2022. United States of America, administrative regions and entities are subject to Visa on Arrival for Tourism Purpose
Visa on Arrival for Tourism Purpose can be issued accordingly with the following requirements:
- Passport that is valid for a minimum of 6 (six) months;
Expiration date of the applicant’s passport (full validity passport) must be at least 6 (six) months at the date of entry, which has at least one blank page for visa (amendment and endorsement pages cannot be used for visa). A limited validity passport is not accepted without a prior Indonesian visa; - A return ticket or ticket for continuing trip to another country;
- Proof of covid-19 vaccines (minimum 2 doses or 1 dose for J&J vaccine)
- Download Satu Sehat App
- Proof of electronic Visa on Arrival (e-VOA) payment (debit or credit card with Mastercard, Visa or JCB) via molina.imigrasi.go.id
- A completed e-CD form is required to pass through customs on arrival in Indonesia. It applies to all foreign and local individuals traveling to Indonesia to declare what goods they are carrying into Indonesia. Passengers can complete the e-CD through this website https://ecd.beacukai.go.id/

The entry stamp, which shall be received by a foreigner when entering Indonesia using Visa on Arrival for Tourism Purpose, shall serve as a Visit Stay Permit that is valid for:
- Visit Visa Exemption: maximum 30 days and cannot be extended.
- Visa on Arrival: maximum of 30 days and can be extended once for another 30 days at the Immigration Office in the area where the foreign national lives.
Visit Visa Exemption or Visa on Arrival for Leisure Purpose can also be granted for foreign nationals on official visit or government duties to attend international events, for which shall be applied additional requirement: to enclose an invitation letter issued by the Indonesian government to attend the international conferences/trials/meetings.
The provision of Visit Visa Exemption or Visa on Arrival for Leisure Purpose as stipulated above applies to other purposes of visit:
- Tourism
- Government official duties
- Business talk
- Purchasing goods
- Meetings
- Transit
Visit Visa Exemption and Visa on Arrival holder cannot be converted to another type of visit visa or stay permit visa.
For every other foreign nationals which countries are not listed above must apply for a visa through a sponsor, who is a corporation/travel agent/visa agent/hotel residing in Indonesia. You cannot apply for a visa individually, or through friends.
COVID-19 Vaccination Card (COVAX)
Effective on July 6, 2021, the Government of Indonesia required all exempted international travelers to present COVID-19 Vaccination Record Card in digital or hard copy upon check-in and arrival in Indonesia until further notice. The Government recognizes the following vaccinations, including but not limited to two-doses of Pfizer or Moderna or Sinovac, AstraZeneca and Sinopharm and single-dose of Johnson & Johnson. The card/certificate will be accepted either in English or English-other foreign language.
Indonesian citizens who have not received COVID-19 vaccine would be vaccinated at the entry point after receiving a negative RT-PCR test result. While, COVID-19 vaccine would be administered at the quarantine facilities after second negative RT-PCR test result.
The Government exempted the following international travelers from COVID-19 vaccination record card requirement:
- Diplomatic and service/official visa holders who are with an official ministerial-to-presidential level delegation and foreign citizens who are entering Indonesia under the TCA by upholding principles of reciprocity;
- Foreign citizens who travel domestically for leaving abroad (transit);
- Individuals under the age of 18 year-old;
- Individuals who may not have receive second-dose vaccine and prove with COVID-19 recovery certificate from local hospital;
- Individuals who may have special medical conditions which hinder from getting COVID-19 vaccines that proved by local hospital from respective county prior to check-in and upon arrival in Indonesia.
For international travelers (foreign citizen) who have not vaccinated is required to be vaccinated at the entry point after receiving a negative RT-PCR test result, provided that:
- Children aged 6 – 17 years old.
- Diplomatic/service/official stay permit holders;
- KITAS and KITAP holders.
The above foreign nationals will get their first COVID-19 shot at their quarantine hotel provided that their second COVID-19/PCR test resulted negative.
In accordance with the laws and regulations, foreign nationals who wish to travel domestically and or internationally, are required to be vaccinated through the Government of Indonesia vaccination programme.
COVID-19 Vaccination Registration
The Government of Indonesia will require international travelers who have received COVID-19 vaccination overseas to register their COVID-19 vaccination here. The registration will allow you to dine-in or enter public premises and travel with public transport (inter or intra islands) in Indonesia.
The verification email will normally be sent out between 3 – 10 business days. Please expect delays as the central server in Jakarta, Indonesia has received large volume of registration requests recently. All international travelers may still be able to enter Indonesia without the COVID-19 registration.
If you are Indonesian citizen and have gotten the full COVID-19 vaccination overseas, the vaccination record will be verified by the Indonesian Ministry of Health. Please provide your NIK (Nomor Induk Kependudukan) upon the registration.
If you are foreign citizen, you will have to input your Passport information to the website. The COVAX record will be verified by respective embassy in Jakarta. Please consult with your respective Embassy for more information.
Upon receipt the verification email, please download “Satu Sehat” application on your Apple Store or Google Play. Upon logged-in, go to “Vaccine Certificate” and click “Claim Now”. Follow the instructions to claim your vaccination certificate. The certificate will have a unique barcode in it. The barcode is required upon entry public establishments or facilities in Indonesia.
Electronic Health Alert Certificate (e-HAC)
All international travelers are required to complete e-HAC before travel. Please download “Satu Sehat” app in your Apple Store or Android Play to complete the e-HAC. You will get a unique barcode at the end of the process and will have to show it upon check-in and arrival.
If you are traveling with family, you are only required to create one account. For example, if a parent is travelling with his/her children, the parent is required to put his/her dependent information under his/her name.
The requirements for international travelers to check for COVID-19 symptoms:
- Individuals with no symptoms and body temperature is below 37.5 degree Celsius, no require to carry-out re-examination for RT-PCR test upon arrival.
- Individuals with symptoms or body temperature above 37.5 degree Celsius, require to carry-out re-examination for RT-PCR test upon arrival.
Quarantine information for international travelers:
- No quarantine for individuals who fully vaccinated (second or third doses) at least 14 days prior to departure.
- Quarantine period for 5 x 24 hours for individuals who have not received the vaccine or incomplete doses at least 14 days prior to departure.
- Individuals under 18 year-old and/or require special assistance would adhere to the quarantine requirement which applied to the parents or legal guardian.
Foreign Nationals Travel Protocol Intending to Leave Indonesia
For foreign nationals who have not gotten a COVID-19 shot and wish to leave Indonesia via a domestic connecting flight, they will be exempted from COVID-19 vaccination card requirement provided that they have a special transit clearance from the local Port Health Office/Authority. Having the clearance, all foreign travelers shall not leave the airport during transit.
To have the clearance, all foreign travelers shall provide valid passport and itinerary and present them to the port authorities upon check-in.
